What is EIDS (Electronic Advertisement Verification System)?
With the amendment made on August 31, 2023, to the Regulation on Real Estate Trade, obligations for identity and authorization verification have been introduced for advertisement platforms.
Initially, as of November 1, 2023, identity verifications for individuals or legal entities wishing to post real estate ads have been carried out through the Electronic Advertisement Verification System (EIDS), which was established within the Ministry, integrated with advertisement platforms. The second phase, which involves authorization verification, was implemented on September 15, 2024. With the authorization verification application, real estate ads on advertisement platforms can only be posted by the property owner, the property owner’s first and second-degree blood relatives, or real estate businesses authorized by the property owner. Real estate businesses without an authorization certificate will not be able to submit ads.
The property owner's authorization of the real estate business to post ads will be done through an authorization screen created in the E-Government Portal, where citizens can easily complete the authorization process by selecting the real estate, the real estate business to which they want to grant authorization, and the authorization period.
This authorization only allows the real estate business to post the ad on the platform and does not cover any transactions related to the property, such as title deed operations or other dispositions.
The authorization given through EIDS will not replace the contracts and other documents that real estate businesses are required to prepare according to the Regulation, such as the authorization contract, property showing certificate, and brokerage contract for buying, selling, and renting properties.
Submission of Individual Ads
- Individual ads can only be posted by the property owner, the property owner’s spouse, or first and second-degree blood relatives (mother, father, child, grandmother, grandfather, grandchild, and sibling). The system will not allow ad submission by individuals other than these persons.
- During the ad submission phase, entering the property number in the relevant field on the advertisement platform's page will be mandatory. The system will automatically check the ownership and kinship, and if the person posting the ad is one of the above-mentioned individuals, the normal ad submission procedure will be completed, and the ad will be posted.
- Citizens can obtain the property number of their owned real estate by using the "Property Information Query" service on E-Government. In this service, the relevant property can be selected from the property list, and by clicking the "Property Information" button, they can access the property number. Additionally, property numbers are also included in the new type of title deeds.
Submission of Corporate Ads (Real Estate Business Ads)
Authorization of Real Estate Business by Property Owner
- The property owner must log in to the E-Government Portal's "EIDS Property Advertisement Authorization Transactions" service to authorize the real estate business to post ads.
- On the opened page, click the "Authorization Transactions" button located at the top right. The list of properties owned by the person will be displayed. The property for which authorization is to be given should be selected, and the "Continue" button should be clicked.
- On the next page, the "authorization certificate number" section must be filled with the authorization certificate number of the real estate business to be authorized. This certificate number can be obtained from the real estate business or can be queried using the business details via the following link: https://ttbs.gtb.gov.tr/Home/BelgeSorgula.
- Finally, the "Authorization Expiry Date" must be selected (the authorization period cannot be shorter than 3 months), and the "Save" button should be clicked to complete the process.
- Real estate businesses without the required real estate trade authorization certificate from the Ministry will not be authorized to post ads and will not be able to submit any ads.
Submission of Ads by Real Estate Business
- Real estate businesses can only post ads for properties that have been authorized by the property owner.
- During the ad submission process, entering the property number in the relevant field on the advertisement platform's page will be mandatory. The system will automatically perform the authorization check, and if the authorization exists, the normal ad submission procedure will be completed, and the ad will be posted.
- Real estate businesses must obtain the property number from the property owner.
